Information message about sensitive earthquake in the Republic of Azerbaijan on February 10, 2014

The sensitive earthquake with M=4.7 has occurred in the Republic of Azerbaijan on February 10, 2014 at 12:06 GMT (16:06 Moscow time).
Parameters of the earthquake have been determined in the Alert Service (AS) of Information Processing Center (IPC) of Geophysical Survey of RAS in Obninsk with station data obtained from digital and analog seismic stations of Russia, countries of CIS and from abroad. Alert message on this earthquake has been delivered in 11 min after registration to the Ministry of Emergency of the Russian Federation (EMERCOM).
Preliminary processing has been done with data from 41 stations, accurate processing - with data 52 stations.
     Fig. 1 presents fragments of records obtained from digital stations Akhty( ∆ 1.5º), Derbent (∆ 1.7º), Gunib (∆ 2.5º), Garny (∆ 3.2º), Groznyy (∆ 3.7º). Fig. 2 presents fragments of records obtained from digital stations Nalchik (∆ 5.1º), Shidzhatmaz (∆ 5.8º), Kislovodsk (∆ 5.9º), Obninsk (∆ 16.9º), Arti (∆ 17.3º).

Fig. 3 presents with red star epicenter of this earthquake, which origin was located in Azerbaijan at the depth of 50 km, 14 km N of Shorbachy, 20 km S-S-W of Maraza, 44 km E-N-E of Sygyrly and 77 km W of Baku.

    Macroseismic manifestations
According to GSRAS this earthquake was felt: in Baku with intensity 4 MSK, in Akhty, Derbent with intensity 3-4 MSK and in Makhachkala with intensity 2-3 MSK.
Focal mechanism and seismic moment of the earthquake
Focal mechanism solution was obtained in IPC GS RAS with signs of initial arrivals of P waves at 59 stations, including 18 stations which registered the waves of compression (plus signs), and 41 stations which registered the waves of expansion (minus signs). These stations are located in the interval of epicentral distances of ∆=1.4–92º, along the azimuths – Az=7–346º. Focal mechanism solution in stereographic projection at the lower hemisphere is presented at figure 4, elements of mechanism are presented at table 2. Fig. 5, 6 present focal mechanism solutions obtained in USGS NEIC and Quick CMT Catalog, USA obtained with CMT technique. All solution obtained in various centers are close. This earthquake has occurred under insignificantly prevailing action of expansion stress oriented south, compression stress was oriented to the east. One nodal plane NP1 in all solutions is almost vertical (DP=82-87º), it strikes south-east (STK=130-134º). Another plane NP2 is more flat, it declines to the horizon under the angles DP=48-65º and strikes south-west (STK=223-228º). The type of motion along both planes – slip with reverse fault components – left lateral slip for NP1 and right lateral slip for NP2. The seismic moment of this earthquake was obtained in IPC GS RAS with Р waves spectra registered at «Talaya» station (∆38.81º) Мо=3.2*10**17 N*m and Mw=5.6, according to USGS NEIC – Mo=2.07*10**17 N*m, Mw=5.5, according to Quick CMT – Mo=2.04*10**17 N*m, Mw=5.5.
