Information message about sensitive earthquake in the Republic of Khakassia, December 21, 2013

The sensitive earthquake with M=5.1 has occurred in the Republic of Khakassia on December 21, 2013 at 17:51 GMT (21:51 Moscow time).
Parameters of the earthquake have been determined in the Alert Service (AS) of Information Processing Center (IPC) of Geophysical Survey of RAS in Obninsk with station data obtained from digital and analog seismic stations of Russia, countries of CIS and from abroad. Alert message on this earthquake has been delivered in 14 min after registration to the Ministry of Emergency of the Russian Federation (EMERCOM).
Preliminary processing has been done with data from 20 stations, accurate processing - with data 37 stations.
     Fig. 1 presents fragments of records obtained from digital stations Kyzyl (∆ 2.4º), Kurchatov (∆ 8.5º), Ulaanbaatar (∆ 11.2º), Borovoe (∆ 12.8º). Fig. 2 presents fragments of records obtained from digital stations Arti (∆ 19.2º), Yakutsk (∆ 21.8º), Tiksi (∆ 24.4º), Kuldur (∆ 25.1º).

    Macroseismic manifestations
According to GS RAS this earthquake was felt in Sayanogorsk, Abakan, Chernogorsk with intensity 3-4 MSK, in Kemerovo, Novokuznetsk, Mezhdurechensk and Prokopievsk with intensity 2-3 MSK, in Krasnoyarsk, Minusinsk and Achinsk with intensity 2 MSK. According to ITAR-TASS Sayano-Shushenskaya hydro electric power plant operates in normal mode.
    Historical records
Epicenter of this earthquake was located 125 km north from epicenter of sensitive earhtquake February 10, 2011 with magnitude М=5.3.
Focal mechanism and seismic moment of the earthquake
Focal mechanism was obtained in IPC GS RAS with signs of initial arrivals of P-waves at 33 stations, including 25 stations which registered the waves of compression (plus signs) and 8 stations which registered the waves of expansion (minus signs). All these stations are located in the interval of epicentral distances of 7–95º and they are evenly disperced along the azumuths 5-305º. Focal mechanism solutions in stereographic projection at the lower hemesphere are presented at fig. 4, elements of mechanism are presented in table 2. Fig. 5 presents focal mechanism solutions obtained in German research center of the Earth GFZ, Potsdam, with Centroid Moment Tensor (CMT) technique. Both solutions are close. This earthquake has occurred under the action of compression stresses oriented north-west in case of IPC GS RAS and south in case of GFZ. Both nodal planes have the north-east-south-west strike in the case of IPC (STK = 76º and 222º) and near-latitudinal strike in case of GFZ (STK = 91º and 259º). The fault plane dipping angles are close for both nodal planes in the solutions of both centers (DP = 40-50 º). Type of motion on both planes is a reverse dip-slip. According to GFZ data Мо=2.7*10**16 N*m, Mw=4.9.
